Planting a neighborhood vegetable patch practically guarantees that lazy neighbors will shamelessly harvest the best tomatoes. Public goods are inherently non-excludable, meaning you cannot stop incredibly lazy people from enjoying the exact same benefits as those who actually did the arduous digging. It is a minor miracle that any shared gardens exist at all, considering the overwhelming economic incentive to simply wait in the shadows and steal the final harvest.
