New York City financed the twenty-five billion dollar Hudson Yards megaproject without touching its current operating budget. By issuing municipal bonds backed entirely by the projected future property taxes of the shiny new skyscrapers—a mechanism called Tax Increment Financing—the city essentially borrowed billions from tomorrow to build an ultra-luxury neighborhood today.
