Bureaucratic naming conventions strike again. The 'Interstate' Highway System is funded by the federal government for national defense purposes, not because it actually connects states. Therefore, Hawaii gets highways officially named 'Interstates' funded by the mainland, even though driving to California on one would require a very sturdy submarine.
