The private sector hates anything it cannot put a toll booth in front of, which is why public goods rely on systemic funding. By mathematical definition, these resources are non-excludable and non-rivalrous, meaning my usage doesn't diminish your ability to enjoy it too. Because you cannot legally lock people out, standard market forces absolutely refuse to provide them voluntarily.
