A closer look
When you open the map in The Elder Scrolls V: Skyrim to fast travel, you aren't looking at a beautifully painted 2D illustration. The developers just attached a virtual camera way up in the skybox pointing straight down at the fully rendered 3D game world. It means that technically, if a dragon happens to be flying underneath your map camera while you're trying to figure out where Whiterun is, you can physically see it flapping in the menus.
