Before biometrics and facial recognition ruined all the fun, government documentation was surprisingly laid back. When passports first mandated photos around World War I, there were essentially zero rules. People submitted photos of themselves playing guitar, standing with their dogs, or wearing massive sun hats. You could literally hand the border guard a blurry picture of your family picnic, and they would just shrug and stamp it.
