You'd think empty space would be perfectly slick, but physics always ruins the fun. Even in a pure vacuum without air resistance, sliding two solid surfaces together still generates kinetic friction due to the electromagnetic interactions between their surface atoms. So, no, you still can't build a perpetual motion machine in a vacuum chamber.
