France once required drivers to carry a breathalyzer

Because absolutely nothing says 'enjoy our fine wine country' like threatening tourists with a massive driving penalty. In 2012, France made it mandatory for all drivers to keep a working, unused breathalyzer in their glovebox at all times. They finally scrapped the fine for non-compliance in 2020 after realizing forcing millions of sober people to blow into plastic bags was administratively exhausting.
