A closer look

Bureaucratic tracking systems are older than the internal combustion engine. In 1893, French authorities mandated that all horse-drawn carriages operating in Paris display a numbered plate so police could track down reckless drivers fleeing the scene of an accident. When automobiles finally hit the streets a few years later, the government simply applied the existing carriage tracking law to the noisy new machines, cementing vehicle registration into human existence forever.
