The topmost layer of a fluid acts entirely like a remarkably stubborn trampoline. Because molecules at the very surface have nothing physically above them to bond with, they violently cling to their horizontal neighbors, creating a taut microscopic skin. This chemical desperation is exactly why heavy steel paperclips can magically rest on the surface without sinking.
