When the U.S. slammed the door on immigrants in 1924, desperate transatlantic shipping companies had to figure out what to do with all their empty steerage beds. To avoid bankruptcy, they rebranded the grimy lower decks as 'Tourist Third Cabin,' pitching cheap, bohemian European vacations to broke American college students and effectively inventing budget cruise travel.
