Unlike domestic laws which are enforced by police, international law relies exclusively on states mutually agreeing not to be terrible to one another. Since there is no sovereign authority above a nation-state, treaties are essentially just high-stakes gentlemen's agreements that can be shattered the moment they become economically inconvenient.
