The French monarchy was completely terrified that high altitudes would instantly kill humans. King Louis XVI originally demanded that condemned prisoners be the first passengers in a hot air balloon, reasoning that if they perished, nothing of value was lost. He was eventually convinced to let volunteers go instead.
