Despite being a tiny landlocked enclave inside Rome, the papal state technically holds the right to operate its own naval vessels. They don't actually have any warships parked in a secret moat, but international agreements allow them to sail under their own flag. It is essentially a diplomatic loophole just in case the Pope ever decides to buy a massive yacht.
