Sinking is usually a bad thing, unless you do it on purpose with highly controlled internal flooding. To dive beneath the waves, valves open to let seawater rush into massive outer compartments, making the vessel heavier than the water it displaces. To rise back up, highly pressurized air is violently blasted into those same compartments to push the liquid out.
