Because sailing through hostile Spanish waters was just too much of a hassle. King Louis XIV commissioned the Canal du Midi to connect the Atlantic to the Mediterranean directly through southern France. It required carving through mountains and inventing entirely new locks, solely to protect wealthy French merchants from pirates and tax collectors.
