The British Raj didn't implement the Hajj pilgrim passport system to ensure safe travels to Mecca; they did it to stalk anti-colonial activists. By forcing every pilgrim to carry highly regulated documents, British intelligence effectively weaponized holy travel to monitor who was talking to whom in the Middle East.
