Julius Caesar implemented one of the earliest known forms of traffic congestion pricing and vehicle bans in ancient Rome, completely forbidding heavy wooden supply wagons from entering the city streets during daylight hours. This ancient decree meant that all the terrifyingly loud, wheel-rattling commercial deliveries had to be made in the dead of night, effectively destroying the sleep schedules of thousands of Roman citizens who were just trying to get some rest.
