The entire 'Electric Mouse Pokémon' classification is a biological lie propagated by the Pokédex. When Nishida was designing the chubby yellow icon, she was obsessed with squirrels, hence Pikachu's massive, lightning-bolt-shaped tail and chubby cheeks meant to store electricity like acorns. The anime executives just branded it a mouse anyway because logic holds no power in marketing.
