Because tripping on uneven historical pavement and immediately suing the city is the ultimate American pastime. The upscale California town of Carmel-by-the-Sea banned high heels over two inches tall in 1963 to dodge liability for twisted ankles on their famously gnarly cobblestones. You can technically get a free permit at city hall, which is basically a legal waiver for your own clumsiness.
