Voicemail systems are strictly closed telephone exchanges

Leaving a message is just interacting with an incredibly antisocial phone line. Voicemail isn't saved directly on the recipient's phone; it's recorded at a centralized server acting as a Private Branch Exchange. When a call goes unanswered, the network forcibly redirects the audio stream to this remote exchange, which captures the voice data and stores it until the user dials in to retrieve it.
