Why bother animating a complex quadruped from scratch when you can just subject a digital man to horrific body horror? Because of extreme engine limitations at the time, developers took a standard humanoid rig and wildly contorted the spine and limbs until it loosely resembled a horse. You were technically riding a mangled human all along.
