Phosphorescent objects stubbornly leak out trapped visible light

Glow-in-the-dark stars stuck on a ceiling don't just magically generate their own light; they are basically optical sponges. The phosphorescent material actively absorbs incoming high-energy light and traps the excited electrons in a forbidden state. It then incredibly slowly leaks that trapped light back out over hours, providing a faint, spooky green glow entirely out of chemical stubbornness.
