Why actors rarely drive in movie scenes

Allowing highly paid talent to operate heavy machinery while reciting emotional dialogue is a catastrophic liability. Instead, the vehicle is securely bolted to a massive flatbed trailer and towed securely through the streets. The actor simply vigorously wiggles the unattached steering wheel while trying to look incredibly focused on a road they aren't actually navigating.
