The plan was conceived by the Office of Strategic Services, the precursor to the CIA, as a way to completely demoralize the Russian army. The idea was to manufacture insanely huge prophylactics, label them as typical American mediums, and drop them out of airplanes across Soviet territory. The underlying logic was that Russian soldiers would find these massive items, conclude that American men were all anatomically gigantic supermen, and immediately surrender out of deep masculine insecurity. Sadly, higher-ranking officials ultimately rejected the plan because it was completely ridiculous and a massive waste of resources, robbing history of what would have undoubtedly been the funniest and weirdest airdrop in the history of human conflict
