Sometimes psychological warfare involves dropping absolute garbage from the sky and hoping for the best. During the height of the Cold War, the CIA-funded Radio Free Europe faced massive issues with the USSR aggressively jamming their anti-communist radio frequencies. In response, American operatives launched Operation Focus, utilizing high-altitude meteorological balloons to drift silently over the Iron Curtain. These balloons were rigged to pop at specific altitudes, raining millions of leaflets onto Soviet satellite states that essentially told citizens how to build makeshift antennas to bypass government censorship.
