If you want to move heat away from a hot spot instantly, you trap a volatile liquid inside a vacuum-sealed copper tube. When one end gets hot, the liquid instantly boils into a gas, rushing down the hollow tube to the cold end. It condenses back into a liquid, releasing the heat, and then gets wicked back to the hot side through a microscopic capillary structure. It is a completely silent, pump-free refrigeration loop driven entirely by boiling.
