History's greatest example of false advertising was a loose collection of squabbling German princes. It wasn't ruled from Rome, its holiness was highly debatable, and calling it an 'empire' was a massive stretch considering the Emperor had practically zero authority and spent most of his time trying to herd extremely heavily armed bureaucratic cats.
