Fumaroles constantly vent superheated sulfurous steam
The crust has pores, and they desperately need exfoliating. These subterranean vents aggressively blast scalding vapor and terrible-smelling gases straight into the air because the magma below is too lazy to actually erupt. It is essentially the planet continuously blowing off steam while smelling faintly of rotten eggs.
